Clarity Chargebacks

Looking into chargeback functionality. When setting up chargeback percentages is it best to do this at the resource or role level? And, is it a best practice when setting up chargeback percentages for a project to manually set up each role or resource for every month of the project's duration? What happens if the project is delayed or comes in early? Any insight much appreciated - Thanks.
