Clarity v12 -> Applications question

We only use Projects in our company. Now I am tasked to learn about Applications so we can start using it, and charging time against it.

Went to the test environment and created a new Application (Portfolio management -> Applications). Added a team to it and some basic stuff in the General, Schedule and Budget pages.

The issue is I get an error in the Financial page:
"You do not have the rights to perform the action."
so I can't even see the page.

I have admin rights and yet I can't see it?

What I want to learn is how to Financially Enable an application (later will do the same with Assets), and be able to post time to it, and have it go to the WIP.

On the back end, I looked at the data model - Entity Relationship Diagram. I did a ferw queries so I see where the data went. I see it is mainly INV_INVESTMENTS and INV_APPLICATIONS plus the usual PRTASK and CMN_SEC_USERS so it seems simple enough.

I looked at the manuals (PDF) we have here and could not find anything on this.

I also looked at the Application Object and see lots of attributes, all Active. Seems simple enough and similar to the Project Object I'm familiar with.

Any help or pointers to documentation appreciated.
