gel:set line not working in TEST after it worked in DEV

So we just promoted a process that contains a custom script that contains the following gel:set line:
<gel:set value="${costNode}" select="$cstPlanQryResult/soapenv:Envelope/soapenv:Body/NikuDataBus/CostPlans/CostPlan/Details" insert="true"/>
Unfortunately, while this code worked great in DEV I am now getting this error:
BPM-0704: An error occurred while executing custom script: org.apache.commons.jelly.MissingAttributeException: null:166:171: <gel:set> You must define an attribute called 'var or value' for this tag. at com.niku.union.gel.tags.SetTag.checkMandatoryAttributes(SetTag.java:146) ...
I'm positive that this is the offending line (removed the line, tested with no error, added the line, tested and got error). The error message has got me stumped though, because as you can see there is a 'value' attribute in the tag.
