Programs in Porfolios?

Hi all.
What is the expected behavior when adding a program to a portfolio when adding it via the Individual Investments functionality as shown below? Is the expected functionality that all the program's projects to be added to the portfolio automatically? Or by 'Individual Investments' does it mean individual investment?

If the expected behavior is 'automatic add', then wouldn't one expect the projects to adhere to any business rules setup in the Include and Filter Investments power filter?

The Portfolio Contents table in the database (PMA_PORTFOLIO_CONTENTS) says 'one new add'.
SELECT * FROM
PMA_PORTFOLIO_CONTENTS PFC
JOIN PMA_PORTFOLIOS PF ON PF.ID = PFC.PORTFOLIO_ID
WHERE PF.ID = <your portfolio id here>
A Business Objects report (Webi written against the CA PPM Investments Universe) has it's own portfolio content table (RPT_PORTFOLIO_CONTENT) that is updated with the Update Business Objects Report Tables job. This table automagically pulls in all the program's project content, even when they don't meet the business rules as defined in the Include and Filter Investments power filter.
SELECT *
FROM
RPT_PORTFOLIO_CONTENT
WHERE PORTFOLIO_ID = <your portfolio id here>
Do we expect this program's content to 'trump all'?
