Help - Parameterized Lookup on the client side Setup Menu

This is a bugger. We tried to duplicate a parametized lookup by copying one that was created for us during our implementation. This lookup we are creating is for Region and Country. So that on a Project, you can select a Region from a lookup list, and when you do the Country field populates with the lookup values appropriate for that country.

This was done by creating a new Object called Region, and creating a new attribute on the Project object called Country, and a lookup using NSQL to populate the lists. It all works beautifully - with one exception:

The lookup mappings for Region/Country are editted through a "Region List" option which automatically appears in the Client Side menu, underneath "Setup". The problem is that this menu option ONLY appears when you are logged in as the user that created all the objects, attributes, and lookups. We have tried other admin accounts which have ALL RIGHTS. We have evaluated for access rights which may be applied to the objects or attributes, and can find nothing.

The other mapping that was generated for us during implementation, which we copied from, appears for all users regardless of who is logged in.
