Update Users in Clarity

Our License count is dramatically high. However, we do not have nearly the amount of active users in the resource pool that our license count states. I need to find a way to efficiently remove all users in a specific OBS from the license pool in clairty. I have set all of these users to inactive. However, when I do that, and I go to the admin screen, they still show up as active there. Can anyone help?
