Error Trying to Set Up Clarity 12 enroute to Clarity 13

We have been using Clarity 12.0.5 since June 2010, and we are now trying to upgrade to Clarity 13 SP 1. We have copied our Clarity 12 production environment to a development server to prepare for the upgrade, and we're having difficulty establishing that Clarity 12 is working on this development platform before initiating the upgrade routine. We can get the nsa working, but upon attempting to start the app, we're getting the following messages in the app-system.log file:

Launching a JVM...
Error occurred during initialization of VM
Could not reserve enough space for object heap
Could not create the Java virtual machine.
JVM exited while loading the application.

We have checked the properties.xml file to see what memory settings are there. Looks like the nsa needs up to 512 MG, the bg service needs up to 1280 MB, and the app needs up to 2048 MB. Allowing 1536 MB for the Windows 2008 operating system, that would suggest a total of 5.25 GB altogether, so we configured the server with 6 GB. Yet we are still getting the messages above upon attempting to start the niku app.

Can anyone offer suggestions as to what we should try next to attempt to get this initial step under our belt?
